This is an independent benchmark study of cloud hosting providers.  They sample the same applicaiton types across the providers to begin making the ratings:
The Global Provider View application uses the Compuware Gomez Performance Network (GPN) to measure the performance of an identical sample application running on multiple cloud service providers. The application continuously measures vendor page delivery performance from more than 35 Internet backbone nodes across the globe. For anyone considering a cloud vendor, the Global Provider View provides near real-time vendor performance comparisons on a regional and global basis.
