If you don't yet understand some abilities around release blocking of Sametime Connect clients, this technote (from #1145812) will definitely help.  I bring this up since when you deploy 6.5.1 you might find that older clients cannot connect to the server any longer.

VP_Security_Level=
0 - allow login of all clients
20 - allow login of clients of version 2.0 and higher
25 - allow login of clients of version 2.5 and higher
30 - allow login of clients of version 3.0 and higher
31 - allow login of clients of version 3.1 and higher (in the future)

VP_Security_Allow_User
This parameter determines whether the login attempt of client versions lower than defined in parameter will be rejected. This parameter enables an administrator to send an instant message to users, with upgrade information, and not reject the client’s login attempt. It can be used for a grace period before locking the server for old clients.

Optional values are:
0 (default) - reject login attempts of clients of version lower than defined in parameter VP_SECURITY_LEVEL
1 - allow clients of all versions to login
