Alan does a fantastic job of conveying what IBM has learned about human nature as it relates to knowledge management in a non-technical manner. You just can't tell people how to think about things, you have to let people communicate with each other and figure out what works.
If the people you WANT to contribute don't agree with your mandated categorization, they won't contribute. If they feel they can contribute both to what is relevant AND how it is categorized I think they will, but they will learn quickly what works and what doesn't and, as humans do, adapt their methods as their ego drives their desire to achieve recognition for their contribution.

This will take far more time than I have today. I will start with I was born and still live in St. Louis, MO. Even though for a couple years I was never, ever here and always on the road, this is smack in the middle of the US. Everything is just a few hour flight. That part is nice. No beach/ocean/coast isn't the best. But with the travel I make up for it.
